Job Summary:

Reports to:  Head of Enterprise Risk Management and General Counsel

The AVP, Compliance & Risk role is a hands-on working leader of people responsible for supporting the Compliance Management System to meet the objectives of the Compliance and Quality Management departments of the Credit Union and provides leadership, supervises, and directs staff.   The AVP, Compliance & Risk provides support to business units for regulatory research, questions, projects and advice and requires an advanced understanding and demonstrated working knowledge of banking products and services, deposit account types and applicable regulations, lending regulatory compliance laws and GSE underwriting/quality assurance guidelines.

This role is also responsible for managing key components of the Enterprise Risk Management program (KRIs, Risk Appetite/Tolerance levels, and Corrective Action Monitoring) and requires foundational knowledge in ERM governance and risk management methodologies.

The AVP, Risk & Compliance position is responsible for shared services operational support and assists the Head of Enterprise Risk Management & General Counsel with various audits, exams, compliance projects, assessments, reports and other special projects and duties as assigned.  The scope of the role will include working closely with other departments on business initiatives and support of overall compliance and risk management.

This role is part of the management team and has direct reports.

Responsibilities include, but are not limited to:

  • Leads the overall administration of the Credit Union’s Compliance Management System including annual training plans, monitoring schedules and risk assessment.
  • Researches, interprets and communicates regulatory compliance requirements and potential impact to affected business units in coordination with Head of Enterprise Risk Management and General Counsel. 
  • Reports on any suspected violations of law, regulations or non-compliance to Credit Union policy and takes responsibility to ensure resolution.
  • Provide analysis and recommendations to management of risks and potential liability associated with compliance matters.
  • Provides advice on how to mitigate risk exposure and appropriate controls in alignment with established risk appetites and risk tolerances.
  • Conducts risk assessments, identifying, evaluating, and managing risks to minimize operational and compliance risks in support of the Enterprise Risk Management program.
  • Supports the development and regular review/monitoring/reporting of results associated with the ERM Framework, e.g. risk appetite, risk tolerance levels, and key risk indicators (KRI’s).
  • Researches and responds to policy and procedure interpretation questions from various business units. 
  • Reviews forms, notices, brochures, web pages, advertisements and disclosures for compliance with laws and regulations.
  • Monitors proposed, newly implemented, and changes to existing laws and regulations.  Leads and/or participates in communicating applicable regulatory requirements to affected business units.
  • Stays up to date with changes in laws, regulations, regulatory guidance and industry best practices to provide accurate and timely advice.
  • Supports legal administrative functions regarding legal demands and lawsuits, legal opinions, power of attorney and subpoena validity, in coordination with Head of Enterprise Risk Management and General Counsel.
  • Responsible for leading quality control and quality assurance review processes for real estate loans, equity loans, consumer loans, deposit products and file maintenance.
  • Analyzes changes in regulatory and secondary market requirements in relation to their impact on loan processing, underwriting and documentation.

Qualifications:

  • Minimum of 7-10 years’ experience in regulatory compliance, legal, risk management or other banking control-related functions.
  • Must have knowledge and experience related to federal and state consumer financial laws and regulations governing traditional bank products and services, deposit accounts, consumer and real estate loan origination and servicing, including but not limited to, ECOA/Reg B, HMDA, Flood, UDAAP, FCRA, TILA, RESPA, FDCPA, TRID, GSE guidelines, TCPA, Reg CC, Reg E and Privacy laws. Visa and Nacha rules are a plus.
  • Understanding of risk management frameworks and best practices, and internal control principles and concepts, such as identifying risk in key processes, compliance with regulatory requirements, monitoring, testing, issue management, risk appetite and related metrics, and reporting.
  • Must have ability to identify and consider both the positive and negative implications of a risk and demonstrate ability to think critically and apply a balanced approach to risk assessment as it relates to strategic objectives, opportunities, organizational projects and risk appetite of Credit Union. Must demonstrate propensity for risk management, not simply risk avoidance.
  • Ability to act independently and use independent judgment to assess and assist with the design and implementation of control environment changes.
  • Understanding of mortgage regulatory laws and GSE Guidelines (Underwriting, Seller’s Guide, QA Programs).

This role is considered hybrid, meaning you may be required to work in-office as needed based on business needs. You will learn more about the work setting during the interview process.

The hiring range for this position in Florida is $115,000 to $141,480 annually. The base pay actually offered will take into account internal equity and also may vary depending on the candidate’s geographic region, job-related knowledge, skills, and experience among other factors.
